Headwaters Resources, located in the great northwoods of Wisconsin, was formed in 2000 and is composed of best-in-class individuals with extensive experience in government land/geographic information systems development and integration. We pride ourselves on our past experiences as local government employees and understand the trials that our clients face on a daily basis.

We specialize in implementing and developing land information systems that take advantage of existing resources and emerging technologies. Headwaters Resources developed initial expertise within government as GIS/LIS managers from uniquely different counties in Wisconsin, starting in the early 1990s. Headwaters consultants have also worked for start-up GIS consulting firms and were instrumental in the early success of these firms.

Headwaters Resources approaches all projects by employing the best in class concept. The best in class concept is defined by the use of strategic partners to create the best and most appropriate solutions for all of its clients. That concept can span all levels of GIS development from needs assessments to system design, to data automation and final implementation.

Headwaters Resources has a work history across the U.S. implementing internal data designs and external Internet sites. Some of Headwaters Resources county clients have been counties with populations in excess of 1 million and as little as 6,500. We have worked with both state and federal agencies to set data and policy standards, such as the Wisconsin initiative to create a common tax database format.
